LEGISLATIVE FRAMEWORK
As implied, our CPR Working Group focuses on the activities of the Commission with regards to the implementation and review of the Construction Product Regulation.
This year saw the setting up of a new Task Group dedicated to the digitalisation of the construction industry. The issues discussed are currently the development of a “Smart CE marking” concept and the coordination of activities related to Building Information Modelling (BIM).
Our Task Group CPR Implementation is actively involved in the Joint Initiative on Standardisation. Indeed, with the huge number of harmonised standards citations currently blocked, it is crucial for our industry that a solution be urgently found.
The publication of the Clean Energy package in December indicated a potential revision of the CPR. The group is now busy analysing the risk and benefits of such an initiative.
The main task of Task Group Dangerous Substances is to follow the development of a European classification for the declaration of the release of dangerous substances to indoor air. This important discussion took place in parallel with the final process for the publication of a test method as European standard.
As regards fire, our expert group was recognised as one of the relevant stakeholders in the EC-funded studies on smoke toxicity from construction products and on the development of a European approach to the declaration of fire performance of façades.
The development of European Assessment Document (EAD), either new ones or those transferred from Technical Approval Guidelines (ETA Guidelines or ETAGs), was the main topic on the agenda of our Task Group EOTA. Previous discussions and blockages seem to have be resolved but the group maintains it close collaboration with European Organisation for Technical Assessment (EOTA).
